Compliance and Testing for Imported Pet Furniture

Which reports you need depends entirely on your destination market. For the United States that is usually CA Prop 65; for the EU it is REACH SVHC plus EN 717-1 on panels and often EN 71-3 on coated surfaces. Panels ship at E1 as standard; E0 on request at a small material premium, and all test reports are issued in your company name by an accredited laboratory.

Factory certification and product testing are separate things. A certified factory does not make an untested product compliant. Most buyers need both, and both are arranged here.

What each market actually requires

Testing and documentation by destination
Market Usually required Commonly requested What importers get wrong
United States CA Prop 65 (if selling into California) CPSIA if marketed for children as well as pets; ASTM F963 for toy-classified parts Prop 65 is the one most first-time importers miss. It is enforced by private litigation, not customs, so a shipment can clear and still create liability.
European Union REACH SVHC declaration; EN 717-1 for wood panels EN 71-3 for heavy-metal migration from coated surfaces EUTR / EUDR due diligence on timber origin is increasingly requested by importers. FSC-certified stock satisfies it most cleanly.
United Kingdom UK REACH declaration EN 71-3, EN 717-1 (retained standards) Post-Brexit the substance is the same as EU REACH but the registration route differs; your importer usually holds the obligation.
Japan Formaldehyde emission grading (F☆☆☆☆ where applicable) Buyer-specified retailer standards Japanese retailers commonly impose stricter formaldehyde limits than the legal minimum. Confirm the buyer's own standard, not just the regulation.
Australia Timber import declaration AS/NZS formaldehyde grading Fumigation and timber packaging (ISPM 15) requirements are strictly enforced.
Middle East Certificate of conformity per destination scheme SASO / ESMA registration Conformity certificates must be issued before shipment; retrospective certification is not accepted.

This is guidance from what our buyers are asked for, not legal advice. The obligation sits with the importer of record in your market, and requirements change. Confirm the current position with your customs broker or compliance consultant before committing to a shipment.

Material and finish compliance

Emission and coating specification
Panel grade, standard E1 — Not more than 1.5 mg/L (GB/T 18580 / EN 717-1)
Panel grade, on request E0 — Not more than 0.5 mg/L (GB/T 18580, desiccator method)
Default coating Water-based paint (Low VOC) — Default for pet-contact surfaces. Pet-safe once fully cured.
Coating build 4 coats - 2 primer plus 2 topcoat, sanded to 240 grit between primer coats
Cure before packing 48-72 hours before packing, so the finish does not block or off-gas inside the carton
Edge safety All pet-contact edges are radiused to R2 minimum and sanded to 240 grit - no square arris where a cat jumps or a dog leans.

The cure time matters more than most specifications suggest. A coating packed before it has fully cured will off-gas inside a sealed carton for the whole ocean transit, and the buyer opens a container that smells of solvent regardless of how low the VOC rating was.

Compliance questions

What certifications does the factory hold?

ISO 9001:2015 (Quality management system) — certified; BSCI (Social compliance audit) — audit arranged on buyer request. Factory certifications and product test reports are different things: a certified factory does not make an uncertified product compliant, and a compliant product can be made in an uncertified factory. Buyers usually need both.

Do you provide test reports, or do I have to arrange them?

Third-party test reports are issued in the buyer name by an accredited laboratory. Report cost is quoted per SKU and per standard.

How much does a test report cost and how long does it take?

Cost is quoted per SKU and per standard, because it depends on how many materials the lab has to test separately — a bed with wood, paint, fabric and metal is four sample streams, not one. Typical turnaround is 7-12 working days from sample receipt at the laboratory. Budget for it at quotation stage; it is a real line item, not a formality.

What formaldehyde grade do you supply?

E1 as standard; E0 on request at a small material premium. E1 is Not more than 1.5 mg/L (GB/T 18580 / EN 717-1); E0 is Not more than 0.5 mg/L (GB/T 18580, desiccator method).

Are your finishes safe for animals that chew the furniture?

The default finish is a low-VOC water-based system, which is pet-safe once fully cured — 48-72 hours before packing, so the finish does not block or off-gas inside the carton. That said, no coating is intended to be eaten. For animals that habitually chew, specify an uncoated or oil-finished contact surface rather than relying on the coating being non-toxic.

Can you supply FSC-certified timber?

FSC-certified timber can be sourced on request; it adds 8-12% to material cost and about 7 days to lead time.

Whose name goes on the test report?

Yours. Reports are issued in the buyer's company name by the accredited laboratory, which is what your own customers, marketplaces and customs brokers will ask to see. A report in the factory's name is of limited use to you.

Do you have social compliance audits?

BSCI audits are arranged on buyer request. Sedex/SMETA can also be arranged. Lead time to schedule an audit is typically 4-8 weeks, so raise it early if a retailer requires it before a first order.
